What is CBC?
Community Based Care (CBC) was initiated in 1997. It is a process to privatize the Department of Children and Families (DCF) for the care and services to children who have been abused, neglected or abandoned. A legislative mandate was passed in 1999, and active implementation began in 2001. Now, the entire State of Florida has been transitioned to CBC.

What is our purpose?
CBC of Seminole is committed to building a local system of care and services to vulnerable children in Seminole County. We care for children who have been victims of abuse and/or neglect. All services from prevention and community outreach, to case management, foster care and adoptions are provided.

Who does CBC of Seminole serve?
We provide services to children in Seminole County who have been victims of, or at risk of, abuse or neglect. On any given day about 700 Seminole County children are actively receiving services.

How do we deliver services to children?
CBC of Seminole utilizes local community service providers to deliver the direct services to children. CBC of Seminole serves as the Lead Agency to this network of service providers.

Who are our partners?
CBC of Seminole service provider partners include Children’s Home Society of Florida, Human Services Associates, Intervention Services, Kids House of Seminole and Girls & Boys Town of Central Florida just to name a few.

How are we different than the State or DCF?
A System of Care has been designed and implemented. This system of care better coordinates services for abused, neglected and abandoned children. Our service provider network is dramatically more diverse and locally controlled. More Seminole County Children are served here in Seminole County. Community Relationships and community ownership has expanded – Community Alliance, Children’s Cabinet of Seminole County, County/City Commissioners, Rotary, Chamber of Commerce, Business Community. Lastly, Accountability is an increasing part of the Dependency System.

Our primary service center location is 2921 South Orlando Ave, Suite 150, Sanford, FL. Our corporate office is located at 117 East Lake Mary Blvd, Sanford, FL.

How can I help abused, neglected or abandoned children?
There are a lot of ways to help. Volunteer to be a mentor to a child; volunteer to be a CBC of Seminole advocate, or donate money. Most importantly GET INFORMED and get involved.

How does a child become eligible for this plan?
A child must be dependent and have an open case in Florida Safe Families Network (FSFN) and have active Medicaid coverage.

How does a child get enrolled in this plan?
A child is automatically enrolled in this plan monthly if they are in an active FSFN case and have active Medicaid.

How does a dependent child become Medicaid eligible?
CBC of Seminole is responsible for applying for Medicaid for a child in licensed foster care through DCF Economic Self-Suffiency (ESS). If a child lives with their parents or is placed with a relative or non relative, the current caregiver is responsible for applying for Medicaid through DCF ESS directly.

How will parents and caregivers be notified of their child(ren)'s enrollment into the plan?
A welcome letter and enrollee manual will be sent to the caregiver's address listed in the Medicaid data system. Current addresses are constantly updated by CBC of Seminole and DCF ESS staff.

If a child is in need of a placement in STFC or STGC who is responsible?
The CBC is responsible for placement; Magellan authorizes the service to ensure provider payment.

Do we still need the Suitability Assessment by a Qualified Evaluator and court hearing for Therapeutic Group Care and SIPP?
Yes, by Florida Statute [F.S.39.407; F.S.394.492(5) or (6)], this is still a requirement.

Will there still be a Multidisciplinary Team (MDT) staffing and, if so, who will participate on the Team?
CBC of Seminole will hold MDT staffings on the first Thursday of every month usually beginning at 9 am. The staffings are located at the CBC of Seminole Service Center, Longwood Conference Room, located at 2921 South Orlando Drive, Suite 150, Sanford FL 32773. The MDT staffings will include the CBCS representative(s), Local ACHA, SAMH and DJJ Representatives, Dependency Case Manager, DCM Supervisor, Targeted Case Manager, and current treatment provider or clinician. Others may be included as appropriate, such as Guardian Ad Litem, parents, foster parents, attorneys, etc. In some instances, based on a particular case situation, arrangements may be made for emergency staffing to occur.

Does CBC of Seminole require preauthorization of services?
Yes. Specialized Therapeutic Foster Care (STFC), Therapeutic Group Care (TGC) and Targeted Case Management (TCM) require preauthorization through CBC of Seminole. After evaluating Magellan claims data, preauthorization may be required in the future on other Medicaid services including Therapeutic Behavioral Overlay Services (TBOS), Psychosocial Rehabilitation (PR) and Diagnostic Testing (DT).

Does psychological testing require prior authorization?
Yes, the psychological testing process and guidelines, including the form are found at www.magellanhealth.com. Once the form is complete it must be faxed to Magellan at 443-896-1550.

Where can a provider find documents and information on processes and managed care system?
The CBC of Seminole website at www.cbcseminole.org/managedcare has information available for providers and case managers. Providers who are under contract with Magellan may request access to this information from Magellan’s website too at www.magellanhealth.com.

Is a child placed in a BHOS or SIPP program eligible for the CWPMHP?
No, the child must be disenrolled upon admission and reenrolled upon discharge by the BHOS or SIPP facility staff who are providing services to the child.

Will BHOS providers need to disenroll residential recipients from the Prepaid Mental Health Plan?
Yes. Providers must contact their AHCA Area Office for manual disenrollment of BHOS clients in order to bill Medicaid fee for service.

What happens if a CBHA is started then a child returns home?
The CBHA can be completed if the child has active Medicaid and the parent(s) consent to the assessment. If not, CBC of Seminole notifies the CBHA provider agency and the assessment is cancelled.

What diagnosis should be used for a CBHA when a child is new to the system and does not have a “verified” diagnosis upon completion of the CBHA?
The assessor may use diagnosis V71.09.

How do we get authorization for an “initial” 30 days of targeted case management?
CBC of Seminole requires preauthorization of all TCM services. A TCM Administrative Authorization form should be submitted to CBC of Seminolea requesting an initial 20 hours (80 units) of TCM for the first 30 days. This service does not require a clinical diagnosis information but will require a completed TCM Initial Review form for ongoing TCM services after the first 30 days of service.
**This is a service which should be utilized when a new child enters the dependency system and has complex mental health issues requiring coordination.

Can a child receive Targeted Case Management services while in STFC?
Yes, The rules for concurrent services are the same as delineated in the Medicaid Handbook. TCM can be concurrently authorized with STFC.

Can TBOS be authorized for a child in STFC?
Yes, but the TBOS must be delivered at school and not in the foster home.
